Nakasatsunai Village is a community of 3,900, with an area of 292.58 square kilometers in the southwest section of the Tokachi Plain in Japan’s main northern island of Hokkaido. The village is in the Satsunai River basin, famed as one of Japan’s clearest rivers, and enjoys an exquisite natural setting. The principal industries here are farming and stockbreeding. Furthermore, being located only 10 minutes from Obihiro Airport, Nakasatsunai provides access to the greater Tokyo region in about two hours. This convenience serves as a key selling point in energetic campaigns to bring high-tech industry and other companies to the region.
The ties between Kawagoe City and Nakasatsunai Village began with the opening in Nakasatsunai of the Kyuichiro Aihara Museum of Art, featuring works by Kyuichiro Aihara (an honorary citizen of Kawagoe). Today the sister-city relationship is supported by grassroots ties cultivated through the arts, the Kawagoe City Youth Wings program in which young people from Kawagoe experience farming in Nakasatsunai, and numerous other efforts.


Declaration
The relationship between Kawagoe City and Nakasatsunai Village was established in conjunction with the opening of a memorial art museum for Kyuichiro Aihara, an honorary citizen of Kawagoe City. Art exchanges between citizens have been carried out, and each city /village has been trying to become more attractive.
We hereby declare that Kawagoe City and Nakasatsunai Village enter into a friendship-city relationship to deepen understanding and friendship between their citizens through continuous programs in such field as education, culture, and trade.
We are convinced that this relationship will contribute to the prosperity of Kawagoe and Nakasatsunai, and to a better relationship between Saitama Prefecture and Hokkaido.
A duplicate of this declaration has been made for each city/village to keep.
